How to tell a prof that you would like to work on a specific area of his on-going project?

So I am looking for an undergraduate research position in a lab and their website states that I have to write a specific email to the prof. I read one of his papers and it said that this one particular part will be explored in a future publication. I couldn't find any papers related to it so is it okay to assume they haven't worked on it yet? If so, is it okay to tell them that I have some experience in it and would like to work on it if it hasn't been done already? How do I frame this? English is not my first language so I am having a hard time with this, please help.
