Is there guidelines a course instructor should be adhering to?

I have a Principles of Architectural Design class, and the professor is in my opinion making questionable decisions. The course description outline is not being followed and the class contains about 5% of the material listed in the outline. He is mainly covering the history of architecture, about 70% of the class material. He is spending a lot of time talking about religious buildings and churches. He had added crosses and graphics of the ten commandments written on stone in the presentation asking us to say β€œthou shall not (rule of assignment)”. I’m just wondering if there is a standard practice out there that is supposed to be followed with course material and/or if this would be a good case to dispute and receive a refund for my paid tuition.
