Rice vs. UMD for condensed matter physics PhD?

I'm currently deciding between the two for graduate school. Just looking at rankings suggests UMD but I would think there is more to it of course. My research advisor was a fan of Rice because of the funding they have, but also says that he wasn't that up to date on what they've been doing. For my background, you can look at this post I made a month ago. Also, simply outlining their strengths would help out a lot in regards to helping me with my decision. Right now I see these two schools as very evenly matched.
