Is the interior of a black hole's event horizon a vacuum?

The space around a black hole is a near perfect vacuum and the area inside an event horizon feels even emptier than space so I at first I thought yes. But then, I thought about how black holes can be created using the mass of stars and stars are very much not vacuums, plus all of the tons of matter that can fall into a black hole would not contribute to a vacuum. But if all of a black holes mass is either moving towards or located at the singularity, would the space between the event horizon and the singularity be a perfect vacuum? Now I'm just mainly confused and couldn't find an answer online. Thanks in advance!
