If we use tensors in general relativity because the laws of physics are universal, why don’t we use them in other areas of physics?

So I know that tensors don’t change under a coordinate transformation, even though the individual components can change, which makes them useful because the laws of physics are the same for everybody. I have two questions:
Can general relativity be formulated without tensors? If the laws of physics don’t change, what makes general relativity special in its formulation?
Why don’t we use tensors for other fields of physics as much?
