Is quantum communication possible

As an entangled pair of qubits has one state but the other is the opposite couldn't a predisposed set of synced qubits be used as the impetus for the prep sink and teleportation of a constantly variable / resyncing set of cupids based off the synced pair with the qubits synced off the predetermined pattern couldn't it be the impetus for triggering the back and forth communication as well as deciphering it.
