What would happen if you changed the mass of a proton in a small area.

Sorry if this is the wrong place for a question like this. Say you have a 5m by 5m cube. In this cube you make all protons .1% heavier. I have seen this question before but it has always been if you changed EVERY proton in the universe and never just in a localized area. I know this is a wacky question that might not even be possible to respond to in the fist place but I thought I would just ask. If this is the improper place to ask it would be nice to know a place I could.
