Why is there a stigma around photographing people in public, but not filming?

Look up any thread around street photography and in the comments you will always find two types of responses, (1) those who feel it's an invasion of privacy, and (2) those who quote the laws, GDPR, how in France and Germany it can land you in jail, etc.

But search up can you film YouTube videos or TikToks in public, and nobody seems to bat an eye.

I noticed this personally too. I was walking through the business district and filming my walk. Felt really comfortable, nobody said anything, in fact several people actually said Hi or waved to the camera.

But when I turn into photographer mode, things changed. People seemed to react to the act of bringing up the viewfinder and taking a snap. There were several stares.

Wonder what's going on here.
