Nd 8-2000 variable vs nd 4000 vs nd 1000000 (20stop) for architecture?

I want to long exposures of building between 30s and 5 minutes to get the ultra creamy skys and water, and just because long exposures are a joyful experience in general. I have an had an ND2-400, useless, nd1000, just about does in early evening or cloudy days, stacking just makes it too soft. Im worried that 8-2000 will be too weak or have crosses at the strongest settings. What do you recommend for summer day photography?
