Is it acceptable to leave your toddler with grandparents for the work week (M-F)?

Hello! I do not have children of my own, but my neighbors just dropped off their 4 year old granddaughter because they had to rush to hospital for an emergency. So far I've found out the 4 year old spends Monday through Friday and some weekends with her grandparents, while her parents live 10 miles away. They do not participate in food costs, in clothing costs for the little girl - all and I mean all care and costs are left to the grandparents. The child stopped attending preschool because her mom starts work at 6 AM, ends at 2 PM and the preschool (where she had fitness, English language, German language, art classes....) apparently does not open that early. Why doesn't she also pick her up? 2PM is like the middle of the day! Why doesn't the dad take her? What are they doing on weekends that they forget they have a kid? Can't the kid have some trauma from only seeing her parents some weekends? I'm just at a loss for words with the situation and am half venting, half asking for advice on if this is normal or a CPS type situation. Thanks parents and thanks for all you do.

Update: I picked up grandma since she doesn't have a driver's license from the hospital, grandpa is staying there for now. We drove to the parents apartment to drop the little girl off but they threw a fit at grandma and we just came back home with her. Called the other pair of grandparents who said they don't have the funds or space to help with the kid. So now I will be taking off of work to take care of two farms while grandma takes care of the kid, and grandpa once he is discharged. Lol. This has very much become my business!
