How the heck am I supposed to tighten car seat straps?

I've had this issue with other car seats as well, but I just changed my 4 year old's car seat from one stage to the next and I for the life of me cannot get the anchor straps to tighten. It's clipped to the three hooks around the seat and I pull on the strap so hard I'm lifting and pushing the whole car and yet the straps don't budge and the seat has way too much wiggle room. There are no kinks or anything in the straps. Has anyone else had this issue? How have you fixed it?
