What are the political steps required to make a street pedestrian-friendly?

If my neighbors and I wanted to make a street look like 14th Street (buses and trucks making local deliveries and dropoffs are allowed as vehicles; otherwise, pedestrians and bikes only and no vehicles), what actually needs to happen and which political agencies need to become involved?

For example, is it something the Transportation Commissioner can do unilaterally? Is this something the Committee on Transportation and Infrastructure owns? I'm unclear on where to start.
