Is Memorial Weekend a good time to visit?

My birthday is the day after memorial day and I was planning on visiting Philly as well as adding New York to the list since it's only an hour by train. I have been here twice and already have seen the very touristy sports (Rockefeller Center, Times Square, Empire State Building, Brooklyn Bridge) so it's really enough time to explore uptown and downtown more as well as see a few neighborhoods in Queens and Brooklyn.
I assume it will be less busy but will it be a ghost town? I still wanna people watch.
