Why is Chelsea still considered a desirable neighborhood when it’s so rundown?

Chelsea has seen many businesses and services leave the neighborhood, making it feel like there are more empty storefronts than open businesses. Certain corners are particularly sketchy, with mentally unstable individuals roaming the streets. I even saw someone injecting heroin into their vein on a stoop out in the open. 8th Avenue seems to be struggling, its heyday long gone. Given all of this, why is Chelsea still considered a desirable neighborhood with among the highest rents?
