High Water bill and unknown daily usage

Water bill is high and the water monitor is not giving daily updates for usage. The water bill is estimate reading not exact reading. we contacted dep they have not fixed their online water reader and say they can’t bring an agent to the property. I’m confused because the new bill is 40% higher and the water usage is the same (even less) as the previous 3 months. Anyone have ideas
