How often do they ticket cars for alternate side parking AFTER the sweeper has come?

I’m in a 10-11:30 spot, the sweeper came by at 10:08, and there was an NYPD car right behind him who gave a ticket to the one car that was empty and didn’t move. Seems silly for me to sit in the car for another hour, but technically a cop could ticket me I suppose
