Landlord is making me write a letter testifying that I have hot water. Do I have to do this?

Basically, a lot of our building has been having problems with hot water. My apartment does have hot water even if for the last two weeks it’s been taking much longer (ten minutes of running) to heat up. The landlord asked me to write a letter saying this to help him with an inspection but I don’t feel comfortable doing This because a) just because I have hot water doesn’t mean there isn’t a problem with it in the building and b) my letter will help him get around the inspector and make it harder for other tenants.

Will refusing to write the letter cause me problems in any way?
