Is it correct to say that JC, Newark , Fort Lee and Hudson county are suburbs of NYC even if they are not suburban ?

On the opposite end of the spectrum East queens near LI , south Brooklyn and specially Staten Island are more suburban but still part of the city.
Like in my opinion the main thing that separates JC/Hoboken specially from northern Brooklyn and LIC besides being politically a different state/city is one very important thing , The PATH and its terrible service late at night . Although for a commuter is pretty good if you are limited to either downtown and midtown manhattan near the stations or PABT.
