What's the likelihood New York State changes its flag?

New York state maybe a biggest tourist hubs and one of the richest states in the country, but its flag is abhorrent.

I'm happy for Utah and Minnesotta for recently changing for flags - they are beautiful.

The funny thing is though, I have a strange feeling, New York state doesn't give a toss about its flag. It has other problems to deal with (compared to Utah and Minnesotta) and there is enough social awareness of its own pride that they don't need a flag to rally behind.

Thus, I feel there is 10% chance, New York State would change their flag.
