Do cyclists ever get fined for doing dangerous things in this city?

I know it is theoretically possible to get fined for running a red light as a cyclist but, realistically, how often does it happen? I just saw cyclists run red lights three times in 20 minutes and may be in a bad mood because I was nearly run over but it seems like cyclists can basically do whatever they want on the roads without the slightest consequence.
