What’s the opinion when it comes to sitting bare skin on public toilets?

I need to set this clear as I’m having an argument with my husband over it.

He claims that everyone sits on public toilets if they make a visual inspection that it’s clean. Mind you- he even sits down to pee although he has no condition preventing him to do it standing up.

I said that most people do not sit on the public toilet (and that us women do the uncomfortable semi-squat to pee) and if they really have to sit to do a number 2 they put toilet paper over the seat so it doesn’t touch their bare skin. He said most people do.
