My car is completely dead, even with a new battery, how can I rotate the tires with access to car jack

I don't want the tires to get deformed if I can't fix it soon, but I can't even put it in neutral. I do have a car jack so I could at least rotate the tires manually, I'm just not sure if it will work considering it seems to be all locked up. Is there a way to do this?
