2005 Ford Fiesta, garage replaced thermostat housing 10 months ago but looks like it’s still leaking?

Hopefully the photos do it justice. The car was put into a mechanics and when I checked it (girlfriend’s car) a few months later, I found it was still leaking as the bolts hadn’t been tightened properly.
The leak has gradually gotten worse to the point it’s being topped up once a week. Is my thinking right it’s still the thermostat housing? Again? Thanks in advance.
