To anyone who experienced them in 2006(?), what are rolling blackouts actually like?

Hi. Haven’t seen this asked about really since news broke about potential for power outage / rolling blackouts last night this upcoming week.

I’m wondering what the rolling blackouts are actually like, and if it is likely that they will actually happen in the city of LA or if it’s more for the suburban areas?

From what I’ve read it sounds like they just shut off part or all of the ZIP Code for 30-60 mins and then things come back on. I kind of remember this being part of an entourage episode in like 2006 long before I lived here. does it happen all day and all night or just during the day when everyone is using their AC the most?

Are places like grocery stores and gas stations considered essential and the power stays on or do they get shut off too?
