Is there a way to notify the City of Los Angeles about areas where drivers are known to break traffic laws?

I drive to work from Koreatown to Westwood every weekday. The main street i take is 6th street. On that path, there are No Left Turn restrictions in place at certain intersections for rush hour (Monday thru Friday between 7am to 9am and 4pm to 7pm). At the intersection of 6th and La Brea and 6th and Highland, i see drivers making left turns during the restricted timeframe several times a week. It happens so often that i always drive on the right lane in order to avoid being delayed. Is there a way i can let the City know about this so they can catch and ticket these dirtbags by posting traffic police in the vicinity during rush hour? it'll make them some easy money.
