Is hitting another person’s car door not considered rude in LA?

Never experienced this before. This is the second time in this month that a car parked next me flung its doors open and hit my car, and justified it with “your door is fine.”

I’m not an expert in LA’s culture and mannerisms, but isn’t this considered rude? It is when I was living in Bay Area and China. I don’t know if I encountered aholes or if this is the norm here.
