Which neighborhood to stay in LA in February?

Hi all! We are heading to LA from NY this February for 5 nights! I'm trying to figure out which neighborhood would be best for us to book a hotel. We are planning to do Santa Monica pier, Griffith Observatory, Rodeo Drive, Melrose shopping, a few tours, and fun dinners. Important to note is that we don't plan to rent a car, so trying to stay somewhere that's walkable with shops and trendy restaurants. I was thinking either Santa Monica (SM Proper Hotel) or possibly West Hollywood (Le Parc at Melrose). Which area do you think would be better? If not these neighborhoods, are there any others that we should consider? Thanks so much!
