Has anyone ever proposed more one way roads?

I was just visiting the city, but you don't need more than 1 day to realize that the traffic suck.

Also, it was very interesting (to call it something), that a lot of left turns were actually impossible to make without crossing on red, due to the heavy traffic at that point.

A lot of traffic problems that I saw came from people trying to turn left and right, and all the streets were always 2 ways.

I think the traffic could be at least aliviated having a lot of one way roads, like San Diego or Barcelona. Am I biased/saying something stupid because I was a short amount of time there? WDYT?
