What's Up With My Edison Bill?

Hey y'all! I'm asking for some clarification on an Edison bill. I moved into my place in WeHo in Jan 2023 and assumed (like an idiot) that my electric bill was being taken out of my rent. At the same time, my landlord assumed I was paying it. However, it was in his name and never switched over to my name. Neither of us got a bill or any notifications, email or otherwise, that we weren't paying from Edison. My power stayed on, so we weren't alerted to a problem that way either. We each had no evidence our assumptions were wrong. Until last week.

Last week, they sent him a bill for around 1K. He was confused and messaged me. Apparently, the electricity was never shut off (which would have alerted us to this way sooner) because of a Covid law saying they couldn't? The man from Edison on the phone said they're just getting around to collecting backpay on people who hadn't paid now. They sent my landlord the bill, but the man on the phone at Edison said they would send me a bill in 2 months because they needed to calculate a total? I said what about the bill sent to my landlord and he was like, I don't know. My current account says I owe nothing (because it was in my landlord's name, even though he had no idea). So the 1K bill is in his name for the apartment.

Does any of this make sense? Basically, neither of us were alerted nor was the electricity shut off for 2 years almost which would have also alerted us to a problem sooner. (Because of a Covid era law?) I switched over the power to my name on Friday so I'll get a bill for November. I probably do owe the 1K, yeah? Forgive the convoluted explanation, hopefully it makes sense.

My landlord said Edison told him unless I paid the 1K last week, they'd shut off my power on Friday. I didn't pay it yet and it's Sunday - power still on. Was the Edison guy right that a final bill will come in 2 months for the backpay amount and my electric will stay on as long as I pay November? Or is the bill my landlord got the one to pay? Getting different answers from each Edison person! Thank you. Happy to explain further if this doesn't make sense.
