Do people in LA stare a lot?

I just had a friend visit from NYC and she asked me why people in LA judgmentally stare so much. I hadn’t noticed before but today I actually did for the first time. I think a lot of people may just have RBF but I am starting to see how it can be intimidating.
For reference I live in/ spend most of my time on the west side. Has anyone else noticed this?
