Why are trash bags just left on the street instead of bins?

Iā€™ve visited this wonderful city for a couple of weeks, staying mostly in the Kensington and Chelsea borough.

As far as I knew, thatā€™s one of the more affluent places, but I felt a bit appalled from the amount of trash bags people just left on the street, waiting to be collected.

I know itā€™s not realistic to have the truck come pick them up every single day, but is there a specific reason why people arenā€™t using bins? Is this something borough specific? I noticed people use bins more in Camden, for example.

It really paints a strange picture when you see people suited up, walking their poodles going around so many trash bags.

I hope this doesnā€™t come off as offensive, overall I love London ā¤ļø itā€™s just something that puzzled me.
