I received a PNC stating that I haven't paid my fine and now owe £260. Has anyone had issues with Royal Mail no letter delivered?

I want to know if anyone experienced any issues with Royal Mail, where they have gone weeks without receiving any mails?
I tried to explained to them that I could not respond to the original PNC, since i didn't receive it. Therefor I no knowledge of it's existence.
It's like me calling all agencies to check if I might have a possible ticket!! If I don't know it exist, why would I worry.
But I know I have issues with mails, has anyone experienced it?
