Can my job be "paid in arrears" 2 months later?

My job is trying to make me wait two months of a pay check.

I start the job Aug 1 and they're saying my first paycheck won't be received until September 30.

We are on monthly pay role and apparently on the delayed payroll where we get paid for the previous month the next month: "in arrears"

I know it is a state standard in my state that salaried employees must be paid at least once a month https://law.lis.virginia.gov/vacodefull/title40.1/chapter3/article2/.

I won't be getting a paycheck in the month of August.

Am I missing something? Does being paid "in arrears" mean they don't have to pay me that month? Or do I need to escalate this?
