Landlord has been doing very loud repairs for over a month, does this qualify as breaching "quiet enjoyment"

Hello, I live in Washington state, King County

About a month ago the apartment under me had to be vacated do to some sort of damage and has been undergoing renovations. These renovations have been going on for over a month and are extremely loud, 8 hours a day 5 days a week of constant powertools and hammering. More than just noise my entire floor is shaking every time he runs the saw.

Obviously renovations and repairs have to be done, currently they are replacing one of the balconies and are thinking they may have to replace several more, meaning these renovations may go on for several more weeks.
Does this breach quiet enjoyment of my property AND if it does, could I get Rent Abatement, and how much is reasonable? noting I pay about $1200 a month in rent
