can an HOA build a gate restricting entry to city park?

I live in Florida, and while fishing today I noticed that at the entrance to the city park that is inside of a neighborhood, someone from the HOA decided to build a gate blocking cars from entering the parking lot . I was told by another fisherman that the person responsible for constructing it also has the key, and owns the house next door to the parks' entrance. The park already "closes" from sunset-sunrise, which is when this person supposedly locks the gate. I'm just wondering if this is legal. I get why they did it, as some sketchy characters pass through, but I enjoyed illegally fishing there at night every once in a while (lol), so I'm a little ticked that this has been done. What happens if that person gets deathly ill, or they simply sleep through their alarm? Just seems like a disaster waiting to happen in my opinion. So, does an HOA have authority to do something like this in regards to a park owned by the city?
