What does the Violence against women act (VAWA) actually entail? Is it a law focused on domestic violence, or women? What are the nuances of what it really stands for or represents?

I am asking the above because I recently saw a document mention it and it sparked curiosity to what it was. I looked up the law briefly, and it seemed to be domestic violence as opposed to women oriented (being in name for the sake of social acceptance or approval I am guessing) but what does this act actually entail?

How much of it is specially geared towards women, and how much of it is geared towards domestic violence (regardless of sex or gender)?

I don't have too much time to do a lot of research now, so the long and short of what it actually entails would be appreciated.
