Trying to set up my daughters iPad

I bought it in the US and a friend brought it back for us. When I am setting up her account it asks me to enter my card details to verify parental consent, then it keeps giving me errors, no matter what card I use. I have tried taking the apostrophe out of my surname (sometimes that gives errors) and taking out the zero at the start of my number, seeing as it has a prefix. What next? It’s brand new. Have I made a huge mistake buying it in the US? I thought they worked here without issue.
