Foreign Drivers licence conversion

Title, I’m a EU national that’s is currently living in Netherlands but I have a South African Drivers licence that I cannot change over to a Dutch one sadly.
From what I’ve read it is possible to change my ZA licence to an Irish one, but I’m wondering what other legal requirements I would need to meet to achieve that? Would I have to reside here for a month or so before doing that?
