Why did the city of Norwich decline in power and relevance in England?

For many years, Norwich was one of the largest and most important cities in England, being second only to London. And yet in the modern day, it's comparatively modest, with a large amount of town and cities having overtaken it in size and stature. Why did Norwich fall behind other cities in England, when it had the advantage of being more developed than most cities for such a long period of time? Why was it unable to industrialise and grow to the extent of other cities?
