What impact did the American Civil War have on the Meiji Restoration?

Background here:

In 1854, the US government sent Commodore Matthew Perry to Japan to force them to sign a bunch of unequal treaties, which included a requirement to open up Japan to foreign trade.

Only a few years later, in 1860, the US fell into a big civil war and presumably couldn't really do much to assert its foreign policy muscle over Japan.

What impact did this have on Japanese domestic politics? Did anyone in Japan attempt to repudiate the treaties now that the US was incapable of enforcing them?
