Would it be right to say that 19th century america had open borders for immigration but not for capital?

If not completely open, than at least more open.
If so how did we get from that to where we seem to be today, where immigration seems to be much harder with fewer limits on the mobility of capital (free-er trade, fewer tarrifs)
What sort of stake holders and conditions led to these differing states of affair?
