Barbarians to engineers?

I wonder how the German folk went from being barbarians to being highly regarded for their intellectual capacity as engineers?
Of course I understand that there is a massive gap between the two ends, and that many different cultures all end up being technologically advanced.
Is it simply because of their hardworking nature that they were able to study and become so technically able?
Were the barbarians in some capacity technologically advanced?
Is this simply a question of perspective?
