Were American vice-presidents often excluded from major decision-making processes in the 19th and 20th centuries?

Thinking specifically about Truman and Johnson - both were actively excluded from major policy meetings, or were only informed when a decision was already made during their time as vice-presidents. Are both cases anomalies instead of the norm?
