Did the Prussian government require women register their menstrual cycles every month?

Much to my chagrin, I've now come across this claim in more than a few texts. I suspect it's a bit of hyperbole on the part of one author to provide examples of Prussia's commitment to bureaucracy in the late 1700s but I can't be sure. Is there evidence in the historical record for this? Thanks!
