Why exactly do we consider Rome the most advanced society?

I'm not very educated on this subject, I understand the innovations they have made to society yet why are they considered to be so great? From my perspective it seems that they were always attempting to fend off invaders from their civilization or preparing to fight a neighboring civilization. When their battles were over they were then fighting civil wars in their own country and then entered a period when 26 emperors rose to power in a 50 year period and then ultimately their downfall was caused from invaders
