Wikipedia describes "Roaring" Dan Seavey - a "sailor, fisherman, farmer, saloon keeper, prospector, U.S. marshal, thief, poacher, smuggler, hijacker, human trafficker, and timber pirate" on the Great Lakes. How on earth could a pirate operate there so brazenly and for so long in the 1900s?

As a follow-up - for his many troubles, Seavey apparently ended up being appointed a US Marshal! How widespread was corruption among Marshals in regional America around the 1910s?
