How was Prussia governed with so many enclaves and exclaves and without a parliament?

Prussia (and many other German states) was famously fragmented into many different parts. Some being landlocked or completely surrounded and separated from the rest of Prussia.

How was it governed. How would one part communicate with another part, especially if the other part was so distant and separated from the rest?

Also if the Prussians didn’t have a parliament until after 1848 revolutions, how would Prussia even have been able to govern and pass legislation and law?
