What's the story with a guy named John A Phillips supposedly inventing a cheap nuke as a student?

I'm interested in the history behind this TIL post:

I know that the story of David Hahn is sometimes brought up (and embellished/sensationalized), but I haven't heard this particular story of amateur nuclear achievement before. Was Phillips' work groundbreaking in any way, or as he seems to have thought just something anyone with a knowledge of physics could have/can now put together?
