I accepted a job offer, but then received a much better one two weeks later. How do I break the news?

What should I say and what method of commutation should I use? Should I reach out to the hiring manager or the recruiter who has been handling the on-boarding process?

Background: Both located in California

Before receiving offers, I left feeling whatever about company A and left really excited after company B after my interviews.

Also, company B offered me 20% better pay with OT (12k more OT pay), closer to home, and better benefits: like paying for my entire masters degree. Both companies have similar career growth and culture.

Company A is a 30 minute commute while Company B is a 8 minute commute.
