can one obtain a high position in hr without a master's?

The field of human resources has a hierachy. It's usually hr assistant then specialist, then generalist, then manager, then director. I want to be a generalist one day. I have a bachelor's in hr management. Can one become a generalist without a masters? how about a manger without a bachelors? how bout a director without a bachelors? who would u rather hire to be an hr manager a guy with a bachelors in hr management with 5 years of generalist experience or a guy with a ms in hr managmenet with 2 years of experience?
